Sometimes the keyboard stays lit up when the PC is off, this is a normal behaviour because some USB ports send power to devices when they are off, as a BIOS feature.

This allows you to charge products like mobile phones via USB even when the PC is off.

Press the Windows key + R to open the Run box. Type devmgmt.msc and press Enter.

When the Device Manager window opens, expand the Universal Serial Bus controllers branch, then right-click the USB Root Hub device and select Properties. Click Power management, and then you should put a checkmark in the box Allow the computer to turn off this device to save power.
